Ohio continues to be home to large scale operations that breed puppies under poor conditions in dirty and unsafe environments. Some puppy mills, as they are commonly called, have been shut down this year. But some state lawmakers say there are many more of these facilities that need to be shut down. These lawmakers continue to push legislation that would increase penalties for puppy mill owners and operators. But as Ohio Public Radio's Jo Ingles reports, that bill is in limbo. |
