Activists working against puppy mills concerned that deal on humane ballot issue won't help.

The new agreement between animal rights and farm activists requires the state legislature to pass a pending bill that would crack down on puppy mills in Ohio. But some humane activists say the bills now under consideration don't do enough to prevent puppies and dogs from cruelty. Mary O'Connor Shaver is with a group that's been trying to ban dog auctions in Ohio. She says these auctions serve as a major distribution channel for buyers and sellers from 15 states. And she says the new puppy mill legislation does nothing to stop the auctions. In an interview with Ohio Public Radio's Jo Ingles, O'Connor Shaver explains her group is going to continue to take matters into its own hands.


O'Connor Shaver says her group is split on whether passing the puppy mill legislation as this agreement stipulates will reduce the problem.
