Senate Bill 5 hasn’t become law yet, and the future of the controversial collective bargaining reform law hangs on a repeal effort like this fall. But in the second part of a two part series, Ohio Public Radio’s Karen Kasler reports, Senate Bill 5 is already having an impact on unions, schools and communities.
