Ohio’s welfare rolls have dropped over the past year. A gradually-improving economy is one factor, but those who are tracking the trend say there’s a bigger reason - Ohio has been kicking off the rolls recipients who aren’t following the rules. Statehouse correspondent Bill Cohen files this report.
