15 mills - that’s the levy amount Cleveland Mayor Frank Jackson wants on the November ballot, to help finance an ambitious reform plan for his city’s school district. In everyday English, that’s roughly, a 50% school tax increase. As ideastream’s Brian Bull reports, that amount has given some pause. |
