Cigarette Tax Income Is A Bright Spot In Sluggish Economy.

Twice during the past two years, Ohio have had to scramble to fill billion dollar holes in the state budget, because tax revenues were not coming in as fast as predicted. A third hole is now developing for the same reason, but there is one tiny bright spot in the tax revenue picture, cigarette taxes. Statehouse correspondent Bill Cohen reports.
