Since the 1980s, Ohio has had a law requiring drivers and passengers to wear their seat belts or face fines. But the law has always had a giant loophole -- police are not allowed to hand out tickets for seat belt violations, unless theyve pulled over a driver for some other traffic violation first. Now, highway safety advocates are trying to toughen up the law, so that motorists could be ticketed just for not buckling up. Statehouse correspondent Bill Cohen reports. |
