Almost all state legislators want to start adding certain accused people to a list of Ohioans found guilty of neglecting, stealing from or abusing someone with mental retardation or some sort of developmental disability. But at least one state representative calls the idea unconstitutional, illogical and bad public policy. Ohio Public Radios Jeannie Vanasco reports.
