Republican U.S. Senator George Voinovich is pushing legislation in congress that would build on Ohio's Early childhood program. It would provide one billion dollars in grants each year to states for comprehensive early childhood programs. Voinovich says it's important that babies and toddlers get the proper amount of stimulation in order for them to be successful in learning later on. |

| The money from these federal funds would be used to train teachers who teach toddlers and very young children. Voinovich's plan has yet to be approved by the U.S. senate. But Voinovich believes it has a good chance of passage. He points out Democratic Massachusetts senator Ted Kennedy is a co-sponsor of this legislation. |
