After Time Limit, Few Families Are Getting Back On Welfare.

Two years ago, a new time limit on welfare payments went into effect in Ohio. It said families could get welfare payments for only 3 years. But the law had an exemption for special cases. It said, after the time limit had knocked families off welfare for 2 years, they could apply to get back on, if they could prove they had special problems. This fall, thousands of Ohio families had the opportunity to try to start getting welfare checks again, but not many are back on welfare. Statehouse correspondent Bill Cohen reports.
