For months, Republicans who dominate the Ohio Legislature have been talking about putting a $300 thousand cap on jury awards for pain and suffering in medical malpractice cases. Now, though, some of the G.O.P. lawmakers are backing an alternative plan that could allow much higher court suit damage awards. Statehouse correspondent Bill Cohen explains. |
