For the first time that anyone could remember, a Catholic bishop testified Thursday to a committee of the Ohio legislature. Bishop Frederick Campbell, head of the Columbus Diocese, was trying to discourage the House Civil Justice Committee from recommending passage of a bill that would open the door to more civil lawsuits by victims of sexual abuse by clergy or leaders of youth groups.
