The American Bar Association says it's not for or against capital punishment. But it says Ohio's justice system is so flawed, Gov. Strickland should slap a moratorium on executions until major problems are solved. The governor, though, isn't ready to follow that recommendation. Statehouse correspondent Bill Cohen files this report: |
