A new coal-fired power plant proposed for southern Ohio is becoming a test case on controlling carbon emissions. This week four environmental groups asked the Ohio Environmental Protection Agency to revise or reject a preliminary air permit for the plant on the grounds that it will not control global-warming gases. Meanwhile an administrative law judge at the Ohio Power Siting Board has ruled to allow testimony by three environmental groups on the same issue.
