Five thousand workers have been laid off from the state payroll in the last four years. But Ohio has also asked nearly all those who are left to take unpaid days off to cut costs even more. It's hard on the workers, on the customers of state agencies, and it may not even work in the long run. Ohio Public Radio's Karen Kasler reports. |
